The US should not be negotiating weak trade deals that encourage the export of manufacturing jobs, particularly to countries with poor environmental and labor-rights records. Governments can go further by using their public resources to encourage domestic manufacturing. The awarding of tax credits, incentives, and public construction and supply contracts could give special consideration to companies that use Pennsylvania products and other made-in-the-USA products in their business operations. Pennsylvania should build on its robust Steel Products Procurement Act, which requires the use of US steel in public works projects to develop similar procurement policies for other Pennsylvania products.
