In a move that could have a significant negative impact on manufacturing in the U.S., the Environmental Protection Agency on Wednesday finalized an update to the federal air quality particulate matter standard.

The new standard would make the counties responsible for nearly half of Pennsylvania’s economic output in violation of the federal Clean Air Act, even though those counties are cleaner now than any time since the start of the Industrial Revolution.
